GE dishwasher CDT835SSJ2SS lower arm won't spin

We noticed after the cycle that lower arm got stuck on heating element and partially melted. We replaced it but now it will not spin. The dishwasher fills with water and heats up. What could be the problem? Last time we had a problem (but it was heating element) - the person that came to repair pushed some button on the bottom of dishwasher and it worked like new. We tried to find the button, no luck.

Does it spin freely with your hand?

The wash motor doesn't run after it fills with water to spin the lower spray arm?

I'm not sure about wash motor. I don't think so?

Is there such a thing as reset button or fuse? The guy last time pushed something and now is telling me he won't give me the information what he pushed as it's his secret?

I don't see a button to reset for the circulation pump(wash motor), only for the heating element there is a reset button.

You can do the flowchart on Page 65, but you will need a multimeter to do that with.

Also on Page 65 is says this:
A circulation and drain pump motors fuse is located on the main control board. If found open while testing for no circulation pump or no drain operation, the main control and circulation pump or drain pump must be replaced.
If 120 Volts AC is not found at MC J703-2 to J703-3, check the fuse at the points shown in the illustration below. If an open circuit is seen, replace the main control and circulation pump.
