GE Dishwasher GDT655SMJ5ES Not Cleaning

I have a GE GDT655SMJ5ES dishwasher that suddenly hasn't been cleaning very well lately. It doesn't make any unusual noises, and it sounds like everything is running as it should. I checked the incoming water temp, and there are no clogs going out. Spray arms are not clogged. There was a lot of crud in the macerator, which I cleaned out, but that didn't change anything. I checked the circulation pump terminals with a multimeter, and it will read in the 170s for a second and then nothing. I get no reading at all on the drain pump.

Any suggestions for next steps are appreciated!

Page 56 is the filtration system, that's all clean? Then on Page 57-58 check the diverter and diverter check ball to make sure that's fine and not clogged up either. Page 59 is diverter removal.

Ok, I don't know what else would cause it unless your wash motor impeller is bad. You may want to take out the wash motor and see if the impeller is stripped.
