My GE GDT695SGJ2BB dishwasher will fill with water based on the appropriate level but there is no action for the remainder of the cycle. The circulation pump never seems to turn on and, if I cancel the wash, the drain pump does not remove the water.
I've entered into the Consumer Error Mode to insure no flagged errors and then entered Service Mode to cycle through the functions (by pressing the Cycle Select then Start to start each test). The findings:
During that time, i also exposed the main control board for later viewing of the Service LED. After putting everything back together, I restored the power. The service LED blinked once every 3 seconds to signify dishwasher was in the proper state.
I pressed the Start button with the door open and got 2 blinks; later went to 3 blinks when I closed the door. The cycle started and the dishwasher filled with water again and I let the cycle continue to the end. I still noted that throughout the cycle, the circulation pump did not work and washing did not occur.
At the need of the cycle, the top control panel signified the Clean light and the Service LED, as expected, flashed 5blinks until I opened the door. Once the door was opened, I noted again the standing water in the dishwasher.
I'd appreciate any additional suggestions for investigation.

2. Water Value fills water to the appropriate level
3. Circulation Pump does not run
4. Heater element did not appear to turn on
5. Detergent module door opens. however, can't really tell if additional activity occurs
6. Internal fan kicks on.
