GE Dishwasher GDT695SMJ2ES no water to the top spray arm

I have a question that i cannot find the answer to. I have a GE dishwasher with "Zone" control. I cannot find anything that tells me how the dishwasher controls where the water goes to. The diverter is a simple ball in a tube, i assume that the more pressure the pump puts out the water will then push the ball further and allow water to flow to the upper section. my issue is i have water to the lower spray are only. The pump looks like its single speed. Only 2 wires to it. so how does the pressure increase or decrease if my assumption is correct? Do i need to replace the pump? Everything is clean. Can anyone help? I dont want to throw parts at this thats why im asking. Thanks if oyu have any help here!

The ball determines which part of the wash system gets the water flow at a time. The ball changes position each time the pump pauses and starts again. (Frigidaire used a similar system on some of their models.)

Hopefully one or the other will assist in leading to the cause as I have no experience with that dishwasher design myself.
