GE Double Oven JT5500SF3SS Getting Error Code 97 on Both Upper and Lower Ovens. Fan is Good.

Once I removed the oven from the wall and removed the sheet metal, I can see the fan start when I select ‘Bake’ but the oven shuts down a few seconds later with the error code F97. Is there any besides the control board to fix this? Are there any tests I should make?

Well, that's embarrassing! Do you think a failed lower cooling fan would cause an F97 on the upper oven?
