Hi,
The filter is new and I already tried the washer trick so it doesn't seem to be an issue with the filter head.
The water line is 1/4 inch and is connected to the pipe with a needle valve.
I'd like to troubleshoot this before buying the wrong part.

I always start by un-doing the water supply line that connects to the refrigerator back, then getting a bucket or container to run water into from that supply line to check the pressure, if its a good strong stream, then you may have a bad or clogged water valve.

If its a weak stream of water, then its your supply line, those needle piercing valves can clog easy, I advise people to use the larger diameter valves.

Jake, I followed your suggestions to check the pressure (weak) and then to focus on the piercing valve and can you believe that it wasn't fully open?
It was making resistance so I supposed it was but it still needed a couple more rounds.
