Ge Profile PYE22KMKFES refrigerator cooling unevenly

I thought it was the (very) clogged drain that I cleaned out last Sunday, but the refrigerator continues to cool unevenly. It is about 50 degrees at the top and freezing meats at the bottom. I checked the evaporator fan (part 716) when I had it apart - it still runs. However, the evaporator cover assembly (part 799) looks pretty beat up, and I don't think the fan that is inside the assembly is working. There is also no cool air blowing from the upper fan outlet on the left side; the lower outlet has cool air coming from it.

Do I need a new evaporator cover assembly?

Also - there is frost forming outside the vent of the assembly on the base of the refrigerator.

Yes, you do.

Yes--->#799 is the whole styrofoam assembly part with that little fan motor in it: WR17X27084

Thank you Jake! Last question (I hope) - will the new assembly make the upper fan on the left work again?

It doesn't appear on any parts diagram. My reference to it as a fan isn't accurate - it's a vent that should blow cold air to the upper part of the refrigerator. See attached photo. The lower one currently blows cold air, but the upper one doesn't. I don't know what the source of the air movement to the upper vent is.

Ok, I don't know which of the 2 fans blow up to those vents. but if you notice one fan not running in the FRESH FOOD section, that is the fan to replace.
