GE PSH23PSRASV freezer temperature rises to 10 degrees and ice melts.

Every day, the temperature of the freezer rises to 10 degrees and this causes the ice to melt and clump together. In addition, there is dripping water from the ice tray and down the sides of the freezer that is ruining the boxes of food in the freezer. I think it is during the defrost cycle, but I am not 100% sure. The temperature then returns to normal (0 degrees) and everything freezes back up. This seems to happen once a day (the 10 degree issue on the temperature display that is in the refrigerator).

Would replacing the Defrost thermostat fix this issue or could it be a number of other problems?

The ice won't start to melt until it gets above 32°F so it sounds like the compressor is not running during this time. Is there any frost on the evaporator cover?
