The connector from the defrost thermostat and defrost heater was plugged into the WRONG connector. The wires didn’t match colors across the connector. Now they do. Everything is cooling correctly. And the light works. I think that was the fix!

OK, I think you're right. How the heck did that happen?
It must have been done by the GE repairman. The first time he came out he replaced the evaporator fan motor and main control board. After that was when the defrost issues started. So I guess he put the wrong wires back together then, and created this defrost cycle problem!
I think he owes you! That was a good catch my friend! Good job
