GU2400XTPT7 Dishwasher stuck on normal cycle but light cycle works

Ok, I have a whirlpool quiet partner iii dishwasher that won't complete a "normal" cycle.

I have replaced the heating element and the thermostat.

If I turn up the temp of the incoming water at the water heater itself then it completes.

Otherwise it seems stuck on a certain time, with the soaking light on.

From reading online this appears to be a thermal hold. However I tested out the replacement element with an ohm meter and it registered correctly. I also replaced the thermostat.
I ran it through the diagnostic cycle several times and it completes without error.

Not sure what else I can try.

The dishes are dry, except for plastic cups when I use the Heated Dry cycle so I assume it's getting heat.

The weird thing is the light cycle is working just not the "normal" cycle.

What is the water temperature going into the dishwasher?

Do you run the hot water at the sink first before starting the dishwasher to flush all the cold water out of the hot water supply line first?

Its most likely the control board that's causing this problem.
