Hotpoint HTW240ASK5WS washer will not fill

My washer quit on my wife the other day, leaving some towels soaking wet in the tub. I tried to run it on Drain and Spin, but nothing would happen. So I pulled it apart and did some testing and the capacitor didn't have any continuity. I replaced the capacitor last night and tried to run it, but now it won't fill. It would give me the two initial squirts of water, but would never start filling even though the fill light was on. It was making a weird clicking noise underneath instead. I also tried the Drain and Spin and it did come on, but still no fill. Did some research before bed and found good info here, but still didn't have any success.

This morning, I found the process here to get the error codes and its pulling up 27 and 5. I saw the service bulletin for 27, so I'll do that next. I also did the diagnosing of the Mode Shifter motor and switch, and both have continuity. I tried to fill it again and still no filling, but its no longer doing the clicking either and the Drain and Spin wouldn't work either.

I guess my question is, will either of these codes prevent the washer from filling up? I tested the Fill Valve and its good, so I'm not sure where to look next. Also, could the mode shifter be making that clicking noise and could it have messed up the capacitor?

It doesn't mention error code 27 in the service manual, but it does in your tech data sheet.
