When you play that you'll hear at the very beginning it has what I would call a "normal" sound from the fridge running, but after a few seconds you'll hear the noisy part kick on.

It sort of "winds up", maintains that high pitched sound nearly the entire day, but sometimes goes quiet for just a little bit, and you can hear it "wind down" when that happens.

I know nothing, and I don't know what part would be doing this. I had a local repair shop come take a look, and they did replace something, but it didn't fix it at all.

Any information on this would be greatly appreciated. Thanks!

Sounds like one of the fan motors, did the tech. that came out actually pinpoint that noise? Its either the condenser fan motor, which is located behind the refrigerator, once you pull the refrigerator out from the wall and remove the lower rear access panel. Did the tech do any of that?

Or a fan motor inside the freezer or refrigerator section making that noise.

What is the part and part number he replaced? He should of left a receipt. Its odd to me a tech could not pinpoint it before replacing a part on it. I always pinpoint noises on my service calls before replacing any fan motor.

Here's the parts diagram for your model:
#22 is the condenser fan motor.
