So I'm hoping I finally have the cooling problem resolved for this fridge and can install it in the kitchen tomorrow. One think I did note tonight is that when I push the water button I don't hear any kind of tell-tale click of an inlet valve being energized. Ice maker churns when I push the ice button.

With that, I'm going to check for voltage at the terminals supplying the inlet vavle tomorrow before install. If nothing or limited - should I assume the dispenser control board?

Your model uses electronic pads to activate the ice and water, you won't hear a click on those.

#13 and #14 are the pads.

You can check for 120 volts at the water inlet valve electrical connector while someone is pressing the water pad.

No voltage at the valve terminals but this is a "Smart Valve". Not sure yet how to trouble shoot but trying to figure out. Not sure why the valve needs its own circuit board in addition to the dispenser board.

Anyone know if I have to take the fridge door stainless panel off to get in behind the dispenser paddles?

Door skin is off, water actuator pad is the culprit. Ive dissected and Conductive rubber pods have worn off the inside of the pad.

I've ordered new pads but so tempted to also order a rubber conductor repair kit just for fun to see if it would solve the problem.

Ok, yes volt testing the smart valve is much different that normal water inlet valves.

I located the wiring diagram schematic and it shows you on the BK(BLACK) and WH(WHITE) wires from the main board to the smart valve should be 120 Volts AC when pressing the water pad.

From the dispenser board(NIAGARA) should 14 Volts DC between RD(RED) YL(YELLOW) to BK(BLACK) YL(YELLOW) when pressing the water pad.

I would just order the new pads and not mess with that kit from amazon it is was me.

Ya, I ordered the pads for sure. The Amazon kit was just a personal challenge - and a backup if I find out that the pads are backordered for months like my original evaporator order...
