I have a KDTE254ESS2 Dishwasher. We first noticed soap remaining down the inside of the door or pooled in the base. It appears the lower arm isn't turning. The arm is always in the same position. The pan has water and there is dripping water from the top whenever you open the door. I have checked the voltage to the pump motor and get around 100V during a wash cycle. I have tried to run the diagnostic mode of pressing any 3 buttons in a 1-2-3 sequence 3 times and shutting the door but it will not enter a diagnostic cycle. All of my lights and buttons function properly. I feel like this is either the wash pump and motor (because the lower arm isn't spinning) or a control board (because I cannot enter diagnostic mode). Any thoughts?

Yes, it sounds like a control board problem, because it will not enter a diagnostic cycle.

Here's the control board for your model: W10866124
Check your owners manual warranty, some KitchenAid models have a 5 yr. warranty on the control board.
