Kenmore 790.72313013 gas range heats slowly - replaced igniter 2x

My 7yo gas range is slow to heat and tops out at about 390 degrees. I replaced the oven igniter but it did not help. I had a Sears guy out, he said the part was bad, so I replaced it again with one from a different website than the previous one. I still have the problem. The igniter and oven temp probe seem to register the proper ohms when I test them. Broiler works fine. Ideas?

Though I notice the flame is small and blue after it ignites, which only takes 40 seconds to occur.

That is fairly good.

The oven keeps running and maintains its temp.
And then what happens? The flame goes off? Ignitor goes off?

That is a big piece of information that was left out.

That is gonna make us think something is happening to the gas safety valve and pressure regulator....not sure why at the temp you are getting, not sure if there is any way to really test that without just changing out the parts on a trial and error test.
Maybe post a picture of this smaller than normal flame for us to see.

I replaced the oven igniter but it did not help
Also - what the current ( amps ) that this is drawing?

I will need to get my hands on an ampmeter to test the current, as I understand. I will do that. Here is the flame:

Finally got a hold of an ampmeter. The reading climbs up to 3.9 briefly when I turn the oven on, then settles down to 3.62-3.64 as the oven fires up. I notice that as the oven temp climbs to 200 degrees, the reading has dropped down to 3.56-3.58. It still says 3.56 at 300 degrees.
