Kenmore 790.94000400 Oven will not heat on broil or temp setting

Oven will not heat on broil or temp setting. Getting 120V to each end of both heating elements. Did an Ohm test of temp sensor, seems good. I hear a relay clicking in the mother board. What am I missing? What do I do next?

It depends on how you are testing. You're probably reading the same 120 volts on each side of the element. In order to get measurements on each leg, the element has to be disconnected from the circuit when the testing is done.

If you wanted to know if the element is receiving the proper 240 volts, testing between the 2-wires attached to the element is needed.
