Started that fridge doesn't cool, compressor doesn't seem on, clicking noise every 4 minutes or so.

Thought it was the start capacitor, I now have a replacement and also a replacement start relay. Seems to happen with either combination of the new or old relay or capacitor. However, I was able to get the compressor to turn on last night with the old relay and the new capacitor and the fridge cooled overnight. Today I unplugged it for a bit and tried again, it did not start up.

Start relays both test at ether 5 or 6 ohms between the two bottom holes. The new relay rattles, the old one doesn't.

The compressor pins test at 7.5 ohms top to bottom left, 5.5 ohms top to bottom right, and 12.5 ohms on both bottom.

I have the fridge on an amp meter so I can see it's drawing about 9 amps when trying to start, it clicks, then drops to 0.1 amps draw. When it does this it tries again in a few minutes and does the same.

I just shook the compressor enough that it rattled, plugged the fridge in and immediately it started and fridge is pulling about 1.1 amps.

Compressor failing?

Yes, the compressor is the problem.
