The agitator on my Kenmore washing machine is not spinning properly, so the clothes just sit in water. I ran through the diagnostic troubleshooting but stopped at the multimeter testing for the motor, capacitor, shifter etc. All tests passed except during the agitator test you can hear the agitator try to spin, but it's not doing much.

Fault/Error Codes: F5E3 and F7E6

Here is the video of the manual test where I'm attempting gentle and heavy agitation

Any guidance is appreciated.

I'm attaching your tech. data sheet below.

Do these TEST's below to find the bad part.

F7E6--->Indicates an open clockwise or counterclockwise circuit of the motor.
See TEST #3: Drive System, page 13
See TEST #3b: Drive System – Motor, page 14

Here's the motor for your model you can order, if needed:

All tests passed. Is a bad control board common? Would it produce the results like in my video?

Since the motor spins the tub fine with no issue, wouldn’t that rule out the motor as the culprit?

I ran through all of the motor tests again. The only test that produces suspect results is the motor connector pins 3 and 4 to run capacitor pins 3 and pin 1 resistance test. My meter shows continuity on all of the run capacitor pins when testing from motor connector pins 3 and 4. I'm not sure if this is expected behavior. I'm also attaching a video of a look inside of the washer while running a manual agitation cycle.

**Tip if anyone else struggles with wash plate removal: I pulled the wash plate just to inspect it for damage. My plate required a lot of force to get it to pop up. I noticed some crazy techniques from others online including drilling screws into the wash plate. I poked a very small hole at the end of a tiedown strap, tied the fishing line to the end of the tiedown, and used the fishing line to thread the tiedown underneath the plate.

Seems like the transmission has gone bad.

Take the belt off the transmission pulley and turn the transmission pulley in the direction it moves the washplate and see if the transmission pulley stops turning when the washplate doesn't make full rotations back and forth.

Here's the transmission(gearcase) for your model: W11454734 Gearcase

I don't quite follow "turn the transmission pulley in the direction it moves the washplate and see if the transmission pulley stops turning when the washplate doesn't make full rotations back and forth"

If you had a bad hub, it would not spin.:)

Just take the belt off the tranny pulley and turn that pulley and see if it keeps turning or stops turning, when the washplate is moving.

The tranny pulley turns 2 ways, 1 way makes it spin, turning it the other way makes it agitate.

Either way I turn the pulley turns the tub. So, turning the pulley one way should turn the tub and the other way should turn the agitator?

Disregard what I just said, I was thinking of the older style.

I located another thread with this same problem, and the problem is the shift actuator.

Look here:
Your model uses the exact same shift actuator:
