Okay, got the harvest cycle filmed. Looks okay to me. I don't see any splashing or overfilling.

The bottom of the ice maker does not feel warm but it doesn't feel quite as cold as I would expect metal in the freezer to feel. I'm going to try to run another harvest cycle and see if I can feel it heating up and then cooling back down.

If the heater is stuck on, would that prevent the water from freezing into ice cubes? The ice making seems to be happening normally.

When the ejector rake comes down on the ice cubes it stalls and closes the circuit to the heater. The heater loosens the ice and the ejector rake pushes the ice cubes and at the same time opens the heater circuit. Sounds like yours is OK.

Is the frost on the back panel indicative of a heat source?

I would think so but I've never seen that problem before.
