Hi,
I dont think the icemaker is filling automatically.
I see 2 fairly common issues here, no water due to filter or valve and a bad ice tray assembly. Both were just replaced, the filter because the change light was on and the tray since it was easy and cheap.
I have done the full self test and the door will dispense water, the ice tray will get water, rotate and dump it.
The dispenser tube does not appear frozen, and as noted the self test does fill the tray.
There is a fan in the very back, I do not see it spinning during the self test.
How does the fan affect this and is it the whole issue?
If not where else should I look?

Ok, put a freezer thermometer in the ice maker compartment and give it 2 hours and tell us what it reads.

Get the RED Liquid or digital freezer thermometer. Walmart, Target sells them usually at about 10 dollars and they last a lifetime.

It has to be 10 degrees or colder at all times for the ice maker to work.

Well, nothing good to report with temp, 20 degrees after overnight and up to this time. Freezer temp set to -1, fridge temp set at 40.
The fridge stays closed more than normal since it just me and the wife.
Next step?

Yes you have a ice maker fan motor, if that's not running, that's possibly the problem. That blows the cold air from the ice maker evaporator coil into the ice maker to freeze the water in the tray.

Here it is for your model(Video Included):

Yes, 20 degrees F is too warm for the ice maker to work and freeze properly.
