LG Refrigerator LMXS30796 not cooling

Hi all,
I bought an LG LMXS30796S 3 years ago in the US and took it with me abroad.
The fridge stopped cooling (totally) after 3 years of great work. A local technician checked and found no lack of refrigerant. Conclusion was it's either compressor or PCB fault.
Since it's a US 110V product and I moved to the 220V hemisphere, no one here is willing to deal with it more than a refrigerant check.
It's evident the compressor does run (as you can feel it vibrates) although pipes going in and out of it are neither cold or hot. Obviously, the compressor doesn't do its job. Question is whether it's a faulty compressor or a failed PCB which controls it?
Since the compressor run (in some way) and since I don't have any means to check the compressor itself, I headed to the PCB.
I learned from LG Service Manual how to diagnose the PCB and conducted the PCB check
Max output measured 30 sec after power-on reached 120VAC (should be 200VAC). Tried it a couple of times.
Next I run the IPM output check which resulted max 90VAC after 10 min (as it should).
From the failing PCB check I assume it's the controller that might cause the problem.
I'll appreciate any comments before I order a new PCB and pay a significant amount of money for it.

The LG refrigerator models are notorious for compressor failers before 5 years old.

You will need a new compressor to fix it, but since your in Israel, it will not be possible to get it fixed under warranty.

Thanks Jake,
From your response I conclude that the findings of the checks I have run to the PCB are within standard hence the only possible failure left is of the compressor?
