Our washing machine does not do the final spin cycle, and at the beginning of the cycle, it used to spin up, I'm guessing it was to check the load balance, and then it would start the wash cycle. The only way we can get it to spin fast after a wash cycle, is to put the washing machine mode into drain and spin, and then it will spin up and get most of the water out of the clothes. Any thoughts on this one?

I'm attaching your tech. data sheet below.

Error Code F7E7 – MOTOR UNABLE TO REACH TARGET RPM
Fault is displayed when basket speed sensor detects that target RPM was not reached.
--->Mechanical friction on drive mechanism or basket (clothing between basket and tub).
--->Weak motor or run capacitor, or no connection to run capacitor.
--->Load off balance. Clothing should be distributed evenly when loading.
--->See TEST #3b: Drive System–Motor, page 14.

It starts to do the low spin, then the lights flash and it stops spinning and it gets stuck in that mode. Same with high spin. Starts, lights blink, it stops, and gets stuck in that mode.

Ok, then it sounds like the optical sensor in the shift actuator is not reading the tub basket movement properly, usually the fix for that is replacing the shift actuator, I have replaced many shift actuators for this same problem in my local area and it fixed them all.

Here's the shift actuator for your model you can order here:
WPW10006355 Shift Actuator

If you want to verify that its on page 14 in your tech. data sheet I posted above, where it says "Optical Sensor".

When I run the tachometer verification mode, the LED lights do not move when I am spinning the basket. Harness tested good. Ordering a shift actuator now.

You nailed it!

The new shift actuator should fix it.:)

Let us know how it goes.
