Washer goes through sensing and wash cycle. Once it gets to rinse it stops and blinks. It drains and the drum spins fine. I replaced the shift actuator and lid lock switch. Still gets stuck on rinse cycle. I'm stuck on what's next.

Ok, Rinse uses COLD water ONLY. If your COLD water inlet valve solenoid is bad, you will never get past the Rinse Cycle.

Put your machine on COLD water ONLY, then start the machine, then use a multimeter and check for 120 volts at the COLD water side solenoid and if you get 120 volts and no water is coming out then its bad.

Your model takes two water inlet valves separately.

Here's the COLD water inlet valve for your model(Video Included):
W11168740 Valve

Here's the HOT water inlet valve for your model(Video Included):
W11168743 Valve

Let us know how it goes.

Okay, so I turned off the hot water valve and left the cold on. Water came out during sensing and wash. Soon as it got to rinse mode a little bit of water came out and it started to spin for a couple seconds then it stopped and the rinse started blinking again.

Check with a multimeter if you have steady 120 volts at the COLD water inlet valve solenoid in the RINSE cycle.
