Also, where did you get the technician manual? Finding a service tech manual is like seeking the wisdom of the Ancients!!!
I haven't figured out the solution yet. The tech guide is inside the front panel. Reach in the top and squeeze your hand between the tub and side and pull it out (left side).

I changed the actuator today and I am getting 100% agitation. When I compared the old to the new, the old had no tension on the shifter. For now, this appears to have done the job. The part I replaced was W10913953.

Interesting, I've never seen that happen before. I changed many of these shift actuators for a NO SPINNING issue, never for a NO AGITATING problem.
