One more possibility... maybe the heater circuit is getting some voltage but not enough. Can you tell me the pin outs to measure voltage on the control board and what that reference voltage should be?

Final note, I replaced the Electronic Control Board (WPL-W10843055) with a good used PCB from Ebay and now the icemaker is functioning properly.
