NTW4605EW0 Top loading Amana washing machine won't spin

Replaced the switch motor and the capacitor but it will not spin. I hear a click (switch motor?) then the motor tries to spin and stops. I attached a video of this in spin/drain mode.

Fault is displayed when the main control cannot determine position of shifter.
--->See TEST #3: Drive System, page 13.
--->Check harness connections from main control to motor and shifter.
--->Observe shifter operation.

Here's the shift actuator for your model, if needed:

There is a video in the shift actuator part link that shows you how to replace it.

Here's another member that had this same error code, and the new shift actuator fixed it:
Whirlpool owns Amana, and its the exact same shift actuator your model uses.

I have already replaced the switch actuator and the capacitor and it does what I am showing in the attached video

I attached your tech. data sheet in post #5, you will need to do TEST #3 and TEST #3a to find what's causing this issue.

On step 6, I get about a 2.3 resistance reading on 20000k on step 8 I am unable to get a reading but I think I am doing it wrong, is there a video?

Ok Step 8:
With a voltmeter set to AC, connect the black probe to J2-2 (L1) and red probe to J2-1 (N). Activate shifter motor by switching between Spin and Agitate modes. Energize outputs using Manual Test Mode on page 9.
IMPORTANT: Lid must be closed with Lid Lock enabled to run the SPIN and AGITATE tests.
NOTE: It will take 4–15 seconds for the shifter to change states.
--->If 120VAC is present, go to step 9.
--->If 120VAC is not present, go to step 17.

So you get no voltage at all to J2-2 (L1) and J2-1 (N) on the J2 connector of the main control board?
 
I set the volt meter to Vac 200 black probe to hole with black and white wire red probe to hole with brown do the manual test for spin leds are flashing but no reading on volt meter
 
--->If 120VAC is not present, go to step 17.
17. If the preceding steps did not correct the problem, replace the main control.
a. Unplug washer or disconnect power.
b. Replace the main control.
c. Reassemble all parts and panels.
d. Plug in washer or reconnect power. Calibrate washer and perform Automatic Test to verify repair.
