Older GE washer WHDSR209D5WW stuck at rinse cycle

My washing machine will agitate, fill, spin, everything operates normally, except for when it gets to the rinse cycle in all three settings. Then it just sits there and hums, until I manually move it to spin, then it continues just fine. why is that?

Is the cold water working? If not that is the problem
