FIXED PFE29PSDBSS GE Refrigerator Compressor Not Running

I Got a GE Refrigerator model # PFE29PSDBSS Serial# GA512333
And the Compressor is not Running
I Check the Main Power @ Compressor it Has 122 Volts
The Control Wire Has has 0 Volts Unplugged
The Condenser fan is running

Access the main control board and locate the J15 connector.

Check for 3-6 Volts DC with the connector still connected. At the inverter check for 120 Volts AC across the two larger wires and 3-6 Volts DC across the two smaller wires.

OK, here's the part you need:
 
power to the Compressor 2.6 Volt
I don't think that's enough. It should be at least 3V to 6V. Is this the new board? Measure it at the compressor inverter. If you disconnect the low voltage connector check for about 4-6V in the connector

Did you get the board from the link I gave you?

The inverter receives commands from the main control board. The main control board will send a PWM run signal from the J9 connector pins 7 to 8 of 2-3 VDC (effective voltage)* to the inverter (all wires must be connected). The inverter will select compressor speed (voltage output) based on this signal. The PWM run signal voltage can also be checked at the inverter harness. The main control board will only send a run signal to the inverter when the compressor should be on.

* When measuring signal voltage (from the main control board) at the inverter, a reading of 4-6 VDC will be measured with all wires connected. If the inverter wiring is disconnected, the board output will measure between 4-5 VDC.

Sometimes it can be difficult to tell if the compressor is running or not. Run diagnostic 00-95 and check for compressor startup. Feel for a vibration when the compressor tries to start. It may take up to 8 seconds before the compressor attempts to start.

i Ran the Service mode test and the compressor did not start the volts @ the compressor after the test was started about 20 sec. later was 2.6-3.2 it has me confused
 
Well, according to GE:
.... 4-6 VDC will be measured with all wires connected. If the inverter wiring is disconnected, the board output will measure between 4-5 VDC.
...... and your test results,:
..... about 20 sec. later was 2.6-3.2 ....
.... it sounds like the new board is bad.
