PGCS1RKZHSS GE Refrigerator - compressor not turning on after power outage

The power was out, approximately 5hrs, due to the power company having to replace a broken off pole.

When the power was restored the refrigerator came back on so I though all was good. I noticed the next morning that the fridge and freezer were at around 45 degrees and not cooling off.

I unplugged the fridge for several minutes and then plugged it back in but it still was not cooling. I unplugged it again for about a minute and then held my hand on the compressor when I plugged it back in but did not feel it kick on. All of the lights, the digital display, ice maker, and condenser fan are running.

What things should I check to help diagnose the issue?

I did replace the main control board back in June 2020 after we had a sever thunder storm and the power surged in the house several times and fried the original control board.

Check for 120 VAC across the red and white wires at the inverter. Check for 4-6 VDC at the J15 connector on the main board. All connections must be made. If the voltages are correct, here's the part you need:
