I've checked and can't find this particular issue in the forum. If this is redundant please link to a relevant post.

Used fridge that has always been a little noisy and condenser fan revved up and down. Recently the fan stopped and fridge and freezer both ran about 20°F above set temp (0 and 37). IR thermometer showed range of temps from -11 to +25 in freezer compartment while temp display showed 16-20. Small amount of ice on the vents in rear panel but no accumulation or obstruction of vents or condenser.
 Seems to be burned out condenser fan motor, and/or control board? Multimeter test of fan at 20k ohms shows 1.77 red-white, 18.4 red-blue, and out of range red-yellow.
I'm more of a nuts and bolts guy than electrical, so I'd appreciate confirmation that the fan is dead and detailed guidance on diagnosing the control board.

Yes, You will possibly need a new motherboard and evaporator fan motor to fix this. Unplug the refrigerator and see if you find burnt spots under R53 like @jasper60103 found here:
