My dishwasher will throw the 3c code mid-cycle. I can drain the dishwasher by pushing the off button and holding for 3 seconds. If that is draining that way there shouldn't be a blockage? Could it be the pump? Would the pump still drain with pushing the button if that was the issue?

No, because the drain pump would not run at all by pushing the off button and holding for 3 seconds, if the drain pump was bad.
