Samsung Refrigerator RF4267HARS - freezing and something sketchy

My Samsung fridge was freezing items in the flex drawer and we had water/ice under the flex drawer and the crisper drawers. I cannot get a repair person where I live, so I unplugged the fridge and let it thaw/defrost. I took off the back panel and snapped a couple pictures. Does anybody know why it appears I have melted something behind the panel? The other picture shows the metal tab that's meant to keep it from icing up is off centre. Not sure if that's normal or not. Anybody know what this melted stuff is and why it's melted?

Clean off the melted plastic and check for a broken wire.

Thank you! That sounds like it would have been a great idea. Unfortunately I already had the panel screwed back on and all the drawers and shelves back in. If I hear back from either of the repair people I called several times I will still get them to come over and take a look at it to see what's up.
