SR20TE Amana fridge not cooling

Hi,

I have Amana side by side refrigerator model #SR20TE.
It recently stopped cooling.

I have followed the usual troubleshooting steps.
1. Cleaned the coils at the bottom of the fridge.
2. Checked evaporator coils in the freezer. They are clean. No frost or ice. And the fan is running
3. The compressor fan is running and the compressor is warm to touch.
4. Opened up the starter relay and checked continuity with multimeter. And it has continuity.
5. Checked voltage across compressor and I am getting 5.3+ 3.1=8.4 across the three terminals.

The fan in the freezer is blowing but throwing only slightly cold air.

What else could be the problem?

That indicates a sealed system problem.

The normal frost pattern is a thin layer of frost on all the coils from top to bottom.

Look at the very bottom photo below where it says NORMAL FROST PATTERN.
