Takagi T-D2-IN tankless keeps blowing fuse

I had an electrical service call to a home after a tree limb knocked out the incoming wiring at the transformer. The net result was four fried arcfaults, one capacitor at the condensor, blown fuse at the air handler, and one blown fuse at the water heater. I replaced the left 5 amp fuse, and it immediately blows the new one. The guide under the cover references the surge "something or another" 9i'm home now and not in front of it), and it has the two fuses. Has anyone else run across this type of problem? I am wondering if this little board is fried. Any insight would be appreciated.

We used to have a HVAC tech that answered questions on water heaters and central air but he disappeared on us. The techs here don't have a lot of time on HVAC systems or water tanks but we try. It sounds like we're dealing with a direct short somewhere so the first thing I need to do is see if I can locate a wiring diagram for that model. Stand by.
