Water dispenser/ice maker not working, water filter is stuck

We bought this Amana fridge used several years ago and were told that it was fully functional. Our apartment at the time didn't have a water line going to a fridge, so we left it disconnected for about 2 years. Now that we are trying to connect the water again nothing is working.

- The water supply line has good pressure
- We took off the water inlet valve and took it to a technician in an attempt to buy a new part. He tested it and said the electrical is working correctly, so we should try changing the filter instead
- The filter (12527304) is meant to turn 1/4 turn then to pull straight down from what I can find online, but it is stuck. It will rotate 1/4 turn but no more and won't pull down. We have done everything we can think of to try to get it out, but nothing has worked and we don't want to tear off the assembly it is attached to

The water may not have actually been working when we bought it, either. Any suggestions on where to go from here?

Try to turn it 1/4 turn counterclockwise then push up and continue turning it counterclockwise two more times. If that doesn't work, you can remove the whole assembly by loosening the two screws in the top, one on each side of the water filter, then pull the housing forward and it should come down. Disconnect the two water lines and take the housing and filter out so you can get more room or leverage on it.

We finally got the filter ordered online, and it is now installed. No water/ice still though. We reconnected the valve to the water supply and to the fridge (water lines and electrical) but only heard it humming for 30 seconds or so, then nothing. When holding the water dispenser lever in on the door, nothing happens. We have visually checked all lines we can easily get to, and don't see any obstructions.

It's model SXD23VE, and the intake valve has one water inlet connector (to the house water supply), but then the output has two connectors that are then meant to come together at a Y and connect to the one tube within the fridge that we assume leads to the water reservoir or filter prior to heading to the door and icemaker.

First, should the intake valve continuously make some noise if it is working properly? Second, if we test the Ohms and it is not reading properly, should we be more concerned about the valve or the circuitry within the fridge itself? What should our next steps be?

Try holding the dispenser longer. It needs to bleed the air out. The humming is the solenoid when it's energized. If you want to check the water valve, just disconnect the water line for the dispenser at the valve and press the lever, see if water comes out.
