Within the last month the water dispenser on our 3 year old fridge has become very slow. The troubleshooting steps we have taken: removed the water filter (result: severely decreases the water pressure to nearly none); and removed the hose from the wall (result: water pressure from house is good). We have checked the owners manual and cannot find any help. The ice cubes are forming/producing fine.

Secondary question: according to manual, we believe that the water dispenser should work without the water filter. Is this correct? If so, what do we need to do to correct this.

When you bought your refrigerator new it should of come with a water filter by-pass plug.

Here's the one for your model:
Water Filter Bypass Plug 12664501 Order now for same day shipping. 365 day return policy. RepairClinic.com

Sounds like the problem is in the dual water inlet valve. Here's the one for your model: WHIRLPOOL 67006322 Valve, Dual Water

Here's the instructions to change it:

1. Turn water off to unit.
2. Disconnect water line that supplies water tank from water supply.
3. Remove crispers and shelves from right side of fresh food compartment.
4. Remove coovers on back bulkhead by inserting screwdriver in slots to release tabs.
5. Disconnect water line from outlet of tank to inlet of water valve by pressing tubing collar in and pulling water tube out of valve.
