Circulation pump resistance is 7.7 ohms. I removed it from machine and applied 120 volts to it and it worked. Reinstalled and added a "tap" to each of the motor leads so I could confirm voltage to the pump during operation. It pumped, but the voltage was 70 volts. I then cycled the dishwasher several times, and the pump never again came on.
Replaced the control board. My thought was that there was a problem with the relay contacts to the circulation pump. The new control board did not help. (Did I get a defective one?)
When the washer is running, and it's time for the circulation pump to come on, the voltage to the pump pulses for about once a second for three times and shows 0 voltage. I don't hear the motor run during these pulses. The DMV never actually locks onto the voltage. The error code is 43.
Thanks
