FIXED Whirlpool Dishwasher WDF750SAYM3 Lower Arm Not Spinning

I have a WDF750SAYM3 and the lower arm does not seem to spin. When the diswasher is running you can hear jets of water spraying and hitting the front of the dishwasher, but the lower arm is not spinning. I have already replaced the lower arm.

I would like to hear opinions of what is likely wrong. My best guess is that the lower arm usually doesn't spin due to too low of pressure. Perhaps this could be from a failing wash pump or a poor seal at the top basket where it connects to the tube that goes to the top wash arm?

Also, I'm very curious what the white circle piece with the hole in it above the pump assembly does.

Have you removed and cleaned your filter screens?

I did it and it fixed the problem. I usually only do it every 2 weeks and looks like it got clogged quicker.
