I'm attaching the tech data sheet for your model below, it shows you how to activate the Defrost Heater/Bi-Metal in Step 3 of the Service Mode.

Thermostat and heating element just tested as working.

Ok Jay, since the defrost thermostat and heating element are working good, Then the only other part left that controls the defrost cycle is the main control board. That is the culprit.

Here's the main control board for your model, but its been discontinued:

That's what I was thinking but there's no way to test it is there? There's nothing obvious that's wrong just by looking at it.

No way to test it, but that's the problem, what we did is a process of elimination to determine its bad.
