Whirlpool LEQ8858JQ0 thermal cutoff wire looks burnt

Whirlpool LEQ8858JQ0 ultimate care ii dryer runs but no heat with NO continuity for high-limit thermostat and thermal cut-off fuse. Actually, thermostat kinda fell apart when I touched it. Picture below shows that wire connection to high-limit thermostat looks black colored which has me worried. Is just replacing the thermostat and fuse likely to work or...must wire be replaced as well or could there be some kinda short causing everything to not work?
As background, I have never worked on a dryer or any electric stuff in my life. My brother gave me dryer free and said heating element was replaced and it worked just fine last time he used it (does not seem possible).

Hi,

Dryer needs vacuumed out.
Dryer also needs:

High limit thermostat.
or
Thermal cut off kit.
And
That wire end must be cut of until you get clean wire.
Push on spade terminal.
That wire got hot from the bad thermostat heating up.
