Whirlpool refrigerator WRS975SIDM00 not cooling, neither the freezer not the fridge side are cooling. the condenser is not hot and there is no visible ice build up anywhere. This fridge was working in march but then sat unplugged in the upright position for 9 months. The fans seem to be pushing air as the fan in the back is spinning, and I can feel air flow from fan in the fridge.

Access the main board behind the machine and locate connector P1. Check for 120 VAC P1-1 to P1-2. Locate connector P8. Check for ~7.5 VDC P8-7 to P8-8

I got 120 vac on p1-1 to p1-2 and on p8-7 to p8-8 I got 7.05 vdc

Check for the same voltage at the compressor inverter. 120V across the two larger wires and 7.5V across the two smaller wires. If the compressor is running and there's no cooling the problem is in the sealed system.

so there is 120v on the 2 larger and 7.05 on the 2 smaller. so the problem with the sealed system would mean I need refrigerant?

A refrigerant leak is only one possibility. The compressor could be bad or a system restriction will cause no cooling. Sealed system repairs are expensive and will often exceed the machines value. Check your warranty. Some machines have a five year warranty on the sealed system.
