Whirlpool Washer WTW4850XQ0 No Spin / Flashing Lid Lock

When starting the spin cycle, the shift actuator moves, the motor spins for 3-5 seconds, then stops and the lid lock light begins flashing.

I've verified that the optical speed sensor on the actuator works and registers basket speed, the actuator successfully moves from agitate to shift, the motor runs without problems during agitation, and the lid lock sensor correctly senses the shut lid.

Under diagnostics, I do get a basket speed sensor fault (no other faults). Is this still an indication of an actuator issue even though I did a tachometer test and verified it's sensing basket speed correctly?

Are there any other tests I can perform or fix suggestions? I'm now out of ideas.

Does the basket turn freely?
--->If basket does not turn freely, determine what is causing the mechanical friction or lockup.

If the basket turns freely, then yes its the shift actuator.
