Whirlpool washer WTW5640XW3 not filling with water

Hi, My washer is not filling with water. It goes through the entire cycle just fine, but there is no water filling at the beginning.
Here's what I tried already:
Tried to get a code by pressing a different button 3 seconds on 3secs off, 3 secs on 3secs off, 3 secs on = no code showed up. Yes I tried it several times with all the buttons except the ones told not to.
Checked the water pressure in both hot and cold. Both strong.
Checked the filters in both hot and cold. clean
Checked the solenoid on all hot and cold. working.
Checked the tube from drum to control panel. no kinks, not clogged.
I haven't taken out the control panel yet, hoping it is something more simple.

Please help! If it is the control panel I will just buy a new washer.

You mean on HOT ONLY it works? And COLD ONLY it works? Did you see if you were getting 120 volts to each when it was trying to fill?

The hot and cold water do not fill. The rest of the cycle works fine, but there is no water in the drum. 120 volts is working. I meant the solenoid was working fine on both the hot and cold valves.

Ok, if your getting 120 volts at the water inlet valve solenoids and they are not opening up to let the washer fill, then they have gone bad.
