Will a busted element still draw power?

Hey all

I finally got around to replacing the element on the busted hot water heater. Upon removeing the old one i found it was broken apart and severly scaled (no one had been in this home in 7 years. becuase the heater is wired to the bedrooms breaker I has had power over the last few months. My question is was it still darwing its 1500 watts over that time. Just trying to do the math to see what kind of power bill spike ill be getting the element is a 120v 1500 watt
