a few days ago the water dispenser on my Whirlpool fridge stopped working, but only with the filter in. i thought maybe it was a clogged filter so i purchased a new one and the same issue is still happening. When the water filter is in, no water, when I take it out I get water.

I hope it's OK to jump in a piggy-back on this thread rather than starting a new one since I have an issue with the same type filter.
My fridge is a Whirlpool side-by side Model WRS571CIDM01. The filter lives inside the fridge near the top right hand side. I last changed my filter in April of '22 so I knew I was overdue to replace it. I'm attaching a pic of the filter I've changed the last 4 times which I believe is the brand recommended. The fridge came with the house so I don't know it's age or maintenance record. When I last put in a filter back in April I had to fiddle with the old one to come out as it did not pop out like it's supposed to.

In the time frame since that filter went in our water dispenser started working erratically, and since the summer I started hearing a random water-hammering noise inside the fridge or in the water pipe inside the wall behind the fridge. The hammering lasts a few seconds and then stops. After several days of the dispenser not working (it hums but does not dispense) the hammering happened again this morning. I tried the dispenser and it was working but with a loud noise. Waited a while and the dispenser seemed to be working fine again.

I bought 2 filters recently and so I thought this morning was the perfect time to swap the old one since the dispenser was working again. After again having to fiddle to get the old filter out, I put in the new filter and get no water . I know filter is new since it came in its original box, plastic shrink-wrapped. I took it back out, water dispenser works. Put it back in, nothing. I put the old one back in and the dispenser works.

It looks like all points out toward having to replace the filter housing and that in addition I may have a bum new filter (?). Thanks for any thoughts on this.

I put the old one back in and the dispenser works.
That means your new water filter is defective.

You are using the OEM water filter that you bought from a appliance parts store either locally or online? amazon and other places can claim OEM but that is not always the case.
