Refrigerator is a Whirlpool WRV976FDEM01 5-door French style

I have a very similar issues to one already discussed in a previous thread:

The ice maker tub ran empty with no more ice being made. I don't believe there is any water in the ice trays. I examined the wires traveling through the hinge and didn't find any fraying. Then randomly a couple hours later we hear one batch of ice dump, but there hasn't been any more made in the last 24 hours.

During the testing I had:
1. Refrigerator on
2. Ice maker turned on
3. The door switch was taped shut
4. The ice bin flap was taped shut

Testing across J1-1 and J1-3 on the receiver, I measured 12.7v
Testing across J5-1 and J5-3 on the emitter, I measured no voltage
No blinking from the red LED either

These results were consistent with the previous thread. Here is where I am stuck.

The tech stated the problem was the receiver, but the "customer" stated the appliance repairman only had to replace the emitter, not receiver.
Also, I used my cell phone camera and found the infrared emitter was strobing which tells me the emitter is working.

So, is either/both the receiver or emitter bad?
Should the infrared be a steady on instead of strobing?

The Optics LED light will only be on for the first 5 minutes after power is cycled, machine unplugged and then plugged in. This is what Whirlpool says; If you have 14 VDC at the receiver, J1-1 to J1-3 and service test #15 is not reporting the correct status of the ice bin, replace both receiver and emitter:

Thank you for the information. I have additional symptoms I didn't notice before. The measured fill dispenses too little water and there is condensation around the ice maker exit.

I have also discovered that cycling the power fixes all three symptoms and it goes back to perfect running order. A week or so later, the symtoms return.

Yes, the main control board would be the part that is causing these issues, thus when you power cycle it the issues go away and then comes back.
