WRX735SDBM00 Whirlpool Refrigerator - refrigerator section / ice maker fan will not run

Freezer section is working, damper door is working, refrigerator section / ice maker fan will not run. I get 9.23 vdc at the fan, and I have continuity through the fan motor. Question is should I have 12vdc at the motor, is this a control board or fan motor issue? I have done commercial refrigeration work for 24 years and teach at a tech college, just not that up on appliances. Thanks for any help.

Yes, you need 12 volts DC to it. On the main control board at connector P9 Pin-2(red/orange wire) and Pin-3(blue white wire) is where the 12 volts DC goes to it.
